"Controlling the working class is not why"? How sure are you on that one? Anyway, the comment boils down to "the history of the practice doesn't matter, only the reality of how it's practiced today" which, I mean, I don't know how you can possibly argue that with a straight face in the 21st century, but I respectfully disagree.
